The 32 Nations in the elite round are ranked based on their results in the qualifying round of 13 groups. (excluding matches against the fourth-placed teams)

Elite Round will have 8 groups - 4 nations per group

The 8 group winners and the 7 best runners-up of the elite round qualify for the finals

  1. higher position in the group

  2. higher number of points

  3. superior goal difference

  4. higher number of goals scored

  5. lower disciplinary points total based only on yellow and red cards received by players and team officials in the qualifying round (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points)
